
Europe has just renewed one of its most widely used structural design standards. On 18 March 2026, the new generation of Eurocode 4 was published — the European standard governing the design of composite steel-concrete structures, used in high-rise buildings, bridges, and a growing share of industrialised construction across the continent.
The update is the result of an international committee of experts from 34 countries, chaired by Professor Stephen Hicks of the University of Warwick, who leads the CEN technical subcommittee responsible for the standard. Work on this second generation began in 2015, as part of the broader modernisation of the whole Eurocodes system coordinated by the European Commission’s Joint Research Centre (JRC).
Why it matters for the repair and protection sector
Composite steel-concrete structures are far from a niche application: they account for more than 75% of multi-storey office buildings in the UK and are used in close to two-thirds of the world’s 100 tallest buildings. They are also a common typology in bridges. Any update to their design standard therefore has direct implications for those who work on these structures later in their service life — diagnostics, strengthening, repair of connections, and corrosion protection.
Among the most relevant technical changes:
- New provisions for modern construction methods, including beams with web openings (cellular beams), shallow-floor systems, and the use of precast concrete.
- Significant advances in the design of shear connections — the critical elements that allow steel and concrete to work together as a single, efficient structure, a point of particular relevance to specialists in strengthening and rehabilitation, where the condition of these connections often determines whether an intervention is feasible.
- Criteria for emerging technologies, including advanced steel-concrete systems already used in high-rise buildings and early applications such as modular nuclear reactors.
- An overall approach geared toward longer, lighter spans using less steel, cutting both cost and embodied carbon in new construction — a criterion likely to also influence how strengthening solutions are specified in rehabilitation projects.
Implementation timeline
The new standard will progressively replace the previous version, with full implementation across Europe expected by March 2028. The Eurocodes remain the only set of design rules that fully satisfies national regulations for publicly funded construction across the EU and EFTA, so this timeline will effectively set the pace of adoption among design offices, public administrations, and contractors.
