Parameters to assess
In general, the assessment process cannot be standardized into a series of clearly defined steps since the type and number of steps will vary depending on the specific purpose, the type and condition of the structure, the completeness of the design and construction available documents, and the strength and quality of the existing construction materials.
There is, however, a sequence of parameters that can and should always be evaluated during the diagnostic process. The most indicative and important parameters are listed below:
Dimensions and geometry of structural and architectural elements
It is necessary to evaluate any differences between the measurements made on-site and those on the construction drawings.
Construction materials
Tests and measurements must be conducted on all construction materials to determine their mechanical properties.
Construction load capacity
An appropriate assessment method must be selected based on the information obtained concerning the construction materials, and geometric elements determined by analysis and field observations, as well as on the structure itself and the amount of information available about it.
Restoration/Rehabilitation alternatives
It is important to justify alternative options for restoring a structure (costs, time schedules, etc.) even if the action does not appear needed.
Cost estimation for repairs
An assessment of the cost and alternatives to repair the damage is necessary before a developer makes any decisions.
Technical survey assessment
The results of the assessment of the structure must be summarized and presented in a final report. It is important to document all assumptions and methods used in the assessment process.
Reports should include at least a brief description of each repair or strengthening to perform, the methods considered, and the method selected, drawings including all the relevant details, cost estimations, the effects of the repair, and the justification for repairing or not repairing.
